Blackall Hospital - Unanimous motion passed by AWU members in QHealth rejecting public/private partnerships

That this meeting of QHealth AWU Workplace Representatives strongly rejects any move by the Queensland State Government to undermine the Queensland Public Hospitals system by allowing a Queensland Public Hospital to be staffed and operated by the private sector under a proposed Public Private Partnership.

That this meeting of QHealth AWU Workplace Representatives calls on the Queensland State Government to protect the future of the Queensland Public Hospital system that has a long and proud history in this State of providing the highest quality of patient care and service to the public of Queensland.

That this meeting of QHealth AWU Workplace Representatives wishes to remind the Queensland Government of the well-documented history of failures in Public Private Partnerships in other State jurisdictions and internationally.

A Private Companies' requirement to achieve a profit for shareholders will compromise the primary goal of the Public Hospital system in Queensland, which is to provide the highest quality of health care to Queensland taxpayers in the most efficient manner and should remain a core function of the obligations of State Government.

That this meeting of QHealth AWU Workplace Representatives also wishes to remind the State Government that in the last decade the State Government has deliberately moved away from engaging private contract labour in the Public Hospital system on the basis that the public sector workforce has provided a better quality of service.

That this meeting also rejects any Public Private Partnership proposal on the basis that it would necessitate the workforce being removed from the protection of the Queensland Industrial Relations system and forced under the inferior Federal Industrial Relations System.

Contracting

That this meeting of Queensland Health AWU Workplace Representatives calls on the Queensland Government to maintain its current clear policy that employees of Queensland Health performing operational roles in Queensland Public Hospitals.

Over the last 10 years the Queensland Government has adopted a deliberate policy (particularly in the area of contract cleaning) of allowing for work to be in-sourced where it had previously been contracted out to private companies. This was done on the basis that employees of Queensland Health have demonstrated that they do provide a better quality of work and cleaner Public Hospitals to the community of Queensland than private contracting companies.
